Google AdSense does a verification in form of a PIN or a verification call once you earn $50 in your AdSense account. This verification is to ensure that the address provided is correct and the cheque is delivered at right place. This means Google will not send you any money till you enter the PIN number sent to you by post. There have been issues where people have not received their PIN even after crosssing $100. Its very exciting to receive your first earnings cheque and is quite obvious for people not getting the PIN on time.
The Google AdSense team now has made a smart decision of sending the PIN as soon as you earn $10 in your AdSense account. This is good news for people who have been receiving pins very late and thus not receiving their payments on time. I am currently in Mumbai, India and below is the time required for me to receive cheques from Google AdSense.
Standard Delivery - Google starts the payment from 22nd or 23rd of every month. The payment is released at around 27th or 28th of the same month. Such kind of a payment takes 20 - 30 days to reach Mumbai. Google does not charge anything extra for this as the cheques are sent via normal mail. Chances of your cheques getting lost are high.
Secured Express Delivery - This kind of payment is received within first week of the next month. Google charges $25 for this kind of payment. This is highly recommended for people in India. This is a safe method to receive cheques as it is sent via courier.

Well this says , every new adsense publisher would be welcomed to the program quickly because 10$ is very job for a noob too
This seems to be a good news for publishers in India, Philippines, Malaysia. In short the far away countries from states. True Amit, it would be easy for new adsense publishers to make $10 quickly and get into the program.
Only thing, I am not very happy about is, Google adsense stopped referral bonus for Non-US publishers.
